City of Martinsburg – Utility Billing Supervisor
The City of Martinsburg is accepting applications for the position of Utility Billing Supervisor within the Finance Department.
Graduation from an accredited two (2) or four (4) year college or university with a degree in business or public administration or closely related field. Minimum of at least two (2) years of utility billing supervisory experience with increasingly responsible related computer experience. Any combination of training, education and/or experience may be substituted for the above minimum qualifications.
Skills required include knowledge of application software, computer processing, Windows, Word and Excel. Must be able to create, maintain and operate spreadsheets in Microsoft Excel along with managing a variety of required financial records, including report preparation. Must have knowledge of City government operations and comprehensive knowledge of applicable provisions of the State of West Virginia. Must be able to utilize math skills accurately and quickly with care and attention to detail. Must work effectively and efficiently to supervise staff of Utility Billing Operator, Water and Sewer Collector, Fire and Garbage Collector, and Utility Clerk. Exercises partial supervision over Water Meter Repair and Water Meter Reader positions.
Duties of the position will include the planning, organizing, assigning, supervising and reviewing work of assigned staff; evaluating utility billing processes; training staff in required procedures; and evaluating employee performance.
This position supervises and maintains the City’s utility billing operations including but not limited to all software, system upgrades, computerized meter reading devices, billings, receipts, cut-off notices and customer account reports. Responsibilities also include supervising the collection of delinquent utility accounts, execution of customer contracts, garbage fee affidavits, adjustments, payment agreements and resolution of account disputes.
Strong customer service orientation is essential with demonstrated customer service experience and the ability to communicate effectively both verbally and in writing. Must also be able to work under pressure with frequent interruptions and be able to meet required deadlines.
This position is a pay grade 21 with a starting wage of $46,134 and includes an excellent benefit package.
